Civil Service Training & HRM
Ensuring lawful, well functioning, politically neutral and professional performance of civil servants requires in many cases the reform of the entire civil service system. This is one of the most difficult tasks for the public sector, since it is not only limited to regulatory reform but also includes the management of civil servants transition into the new system, their training and also appropriate solutions for the recruitment, dismissal, evaluation and remuneration systems of civil servants.
In many transition countries new civil service legislation became the focal point for the civil service reform. It is clear that the passage of legislation cannot grant professional and legitimate performance in the public administration. This can be obtained only by creating an objective human resources system.
In the past years our activities have been focused on the definition of the civil service reform strategy, the setting up of a reliable regulatory framework, the development of specific HRM and HRD policies. Amongst other things we have developed specific training programmes for young professionals, for civil servants involved in the European Integration process, etc.
