Institution & Capacity Building
The rapidly changing international environment requires an overall modernisation of national administrations and judiciary systems and the parallel reinforcement of institutional and administrative capacities. In this frame we try to assist beneficiary administrations to establish effective public sector practice, procedures and institutions, sustainable from national resources.
The European Integration process especially requires the establishment of several new governmental and independent public bodies aiming at the implementation of the acquis and the related European policies, and to participate effectively in future policy-making within the European Union.
Institutional improvements are in several cases also necessary to ensure efficiency and long-term sustainability of the public sector. During the past years we've been very active - for example - in the establishment of specific governmental institutions responsible for human resources management and civil servant training within state and local administrations. Our support is mainly based more on know-how "sharing" than know-how "transfer", including all aspects related to the development of strategies, structures, human resources and management skills.
