Public Administration Reform
The Public Administration Reform means, first of all, a phased introduction of changes with the aim of systematically and lastingly increase the efficiency, effectiveness and legality of work. It is not limited only to the system of State administration, but comprises also the local self-government, the public services and other public legal subsystems.
In the past 15 years the reform process in Central and Eastern Europe did not bring the expected results, mainly due to the fact that most of the international assistance involved in this process has never experienced such deep and pressing administrative reform, cutting across all spheres of government and running in parallel with the EU accession process. Hence, we strongly believe the positive and especially the negative outcomes from “new” EU member states provides the necessary inputs to South-Eastern Europe countries and other transition and developing countries in reforming their administration. Our approach is thus based on the assumption that theory and practical experience are essential and should be integrated and balance one another. At the same time the respect of the local administrative tradition and other cultural elements represent in many cases the key element for ensuring sustainability to the reform.
For that reason Eurecna has developed a network of relevant experts able to provide the necessary support not only to countries on the way to joining the EU but also to other regions possible to ensure further harmonious development of all the most relevant social subsystems: economic, social and administrative.
