Regulatory Improvement

Regulation plays an essential role in the functioning of modern states and their economies. For that purpose it is important to bring improvements not only to the policy formulation phase - related to specific problems countries are facing nowadays - but also to the process of drafting, enacting and enforcing of legislation. In short, there is a need to improve regulatory management capacities, including the use of specific tools such as simplification, consultation, impact assessment, etc.
This represents a challenge, especially for the countries in the process of accessing the EU, where legislation is very rapidly adopted and/or amended with the only criteria of harmonising it to the acquis communautaire.
